PATRICK RAFTER
President/CEO PRafter@Creativehousing.org
Patrick Rafter is the founding President/CEO of Creative Housing Inc. He has over
25 years experience in programs for individuals with disabilities and has held several
senior management positions in state government. Prior to Creative Housing Mr. Rafter
served as Assistant Director of the Ohio Department of Mental Retardation and Developmental
Disabilities. Mr. Rafter holds Bachelor and Masters degrees from the University
of Notre Dame as well as a Masters degree from the University of Toledo. He has
also studied at the Kennedy School of Government at Harvard University. Mr. Rafter
has also consulted with community agencies as well as state and local governments
in housing development in a number of states.
RANDY MILLER
Chief Financial Officer RMiller@Creativehousing.org
Mr. Miller oversees Creative Housing’s financial reporting systems insuring compliance
with a variety of funding agency requirements. Randy holds BA and MBA degrees from
The Ohio State University. He is also a certified public accountant. He has over
20 years experience working as a financial officer in construction related companies.
ROSHARON THOMPSON

Ms. Thompson manages all business accounts for the organization including vendor
billings and tenant accounts. She has over 20 years experience in business management
in government and in private non-profit organizations.
TIMOTHY K. OBERSCHLAKE
Director of Operations TKO@Creativehousing.org
Mr. Oberschlake has overall responsibility for renovation and maintenance programs
for both Creative Housing properties and private referrals. A graduate of Kent State
University, Tim has extensive public and private sector construction management
experience. He has owned and managed his own construction company. In addition he
has worked as Director of Construction for a national restaurant operation where
he was responsible for overseeing both construction and maintenance of restaurants
over the eastern part of the country. He is also certified as an Aging in Place
Specialist.
ERIC G. FRENTZEL

Mr. Frentzel has direct oversight over maintenance programs for Creative Housing
owned properties. He has 15 years experience in design and project management in
commercial construction.
CRISTY M. BUENCONSEJO
Senior Project Manager CBuenconsejo@Creativehousing.org
Ms.Buenconsejo oversees Creative Housing’s major new construction projects. She
has experience working in architectural firms on multi state residential and commercial
construction projects managing activities from original concept through construction
drawings to contract administration. Cristy has bachelors degrees from Kent State
University in Architecture and from Miami University in Business.
CHRISTINE STOUFFER
Project Manager CStouffer@Creativehousing.org
Ms.Stouffer oversees Creative Housing’s exterior property maintenance and grounds
keeping program. In addition Ms. Stouffer manages select accessibility renovations
and serves as the company’s safety officer. She is a Certified Aging in Place Specialists
and serves as assistant draftsman for renovation projects. Christie is a graduate
of Mt. Vernon Nazarene College with a degree in business administration.
KAREN ANGELOU
Rent Subsidy Program Manager KAngelou@Creativehousing.org
Ms. Angelou supervises the rent subsidy program, which has working relationships
with over 70 different landlords and property management companies. Prior to joining
Creative Housing she worked as a special educator for 30 years.
